The monsoon session of Parliament is starting from today. It will run till 11 August. This session of Parliament is also likely to be stormy. In this session, the issue of Manipur violence and Delhi Ordinance can remain a shadow. To surround the government, the opposition is preparing to raise these issues. This session is also being considered as the first test of the alliance of 26 opposition parties (INDIA). It has to be seen how the opposition parties unite and surround the government. The opposition has called a meeting in Rajya Sabha leader of opposition Mallikarjun Kharge’s chamber today before the monsoon session. In this meeting, a strategy will be made on the issues raised by the opposition.

In fact, the opposition parties are trying to come together to face the NDA in the 2024 Lok Sabha elections. In this sequence, the Congress had called a meeting of opposition parties in Bengaluru on 17-18 July. Leaders of 26 opposition parties had gathered in the meeting. This new alliance was named INDIA. In such a situation, now in the monsoon session of the Parliament, this alliance will surround the Center together.

Violence continues in Manipur since May 3. So far more than 160 people have died in the northeastern state. The opposition is constantly raising this issue. In such a situation, there are chances of uproar on this issue in the monsoon session as well. Apart from this, there is a possibility of a clash between the government and the opposition on the Delhi Ordinance. The central government will present a bill on the Delhi Ordinance in this session.

Arvind Kejriwal’s Aam Aadmi Party (AAP) is opposing the ordinance brought by the Center in May on transfer and posting of officers in Delhi. This limits the powers granted to the Delhi government by the Supreme Court. AAP had sought support from Congress on this issue. The Congress had announced its support to AAP ahead of the opposition meeting in Bengaluru.

In an all-party meeting called before the monsoon session, the government told the floor leaders of various parties that it was ready to discuss every issue under the rules. The government will present 31 bills in this session.

Government will present 31 bills

In the session ending on August 11, the government will present 31 bills. These include the Cinematograph (Amendment) Bill, personal data protection, amendments to forest conservation laws and the controversial ordinance on Delhi Services. Apart from this, the Public Trust (Amendment of Provisions) Bill, the Multi-State Co-operative Societies (Amendment) Bill, a draft law for the establishment of the National Research Foundation will also be introduced in Parliament.

The Government of National Capital Territory of Delhi (Amendment) Ordinance, 2023

This famous ordinance will also be introduced in the monsoon session. This is the same ordinance regarding which Kejriwal is stuck in the government and the Center. The Aam Aadmi Party is seeking support from all parties on this ordinance. For this, Kejriwal’s party has also approached the Supreme Court. The biggest test for AAP will be that they can stop this ordinance in Rajya Sabha. For this, he will need the votes of Rajya Sabha MPs belonging to several opposition parties.

The Union Cabinet on Wednesday gave its approval to the Public Trust (Amendment of Provisions) Bill, 2023, which will now be introduced in Parliament. In this bill, with the aim of promoting ease of doing business, it has been proposed to remove minor irregularities from the category of crime by amending 183 provisions in 42 Acts.

Personal Data Protection Bill

The most important bills in this session include the Digital Personal Data Protection (DPDP) Bill, 2023, which has a provision to impose a fine of up to Rs 250 crore on companies for violating the rules. Its purpose is to protect the personal data of the citizens of the country. Under this, the personal data of the user will not be used against his will.

THE CINEMATOGRAPH (AMENDMENT) BILL, 2023

In order to make the process of approving films for exhibition more effective and in tune with the changing times, the Act includes provisions to check film piracy, introduce age-based categories of certification and remove redundant provisions in the existing Act.

The Registration of Births and Deaths (Amendment) Bill, 2023

Efforts to accommodate the progressive changes in the society during the last five decades, to make the registration process people friendly and to update other databases at the national and state level using the database of registered births and deaths.

These bills will also be introduced

One of these bills also includes the demand for changes in the list of Scheduled Tribes of Jammu and Kashmir and the second demand is for inclusion of Mehra and Mahara as synonyms of Mehar, Mehra and Mahar in the list of Scheduled Castes in Chhattisgarh. According to the bulletin, a bill also has a provision to include the Valmiki community in the list of Scheduled Castes of Jammu and Kashmir as a synonym for Chura, Bhangi, Balmiki and Mehtar.

The National Research Foundation Bill, 2023 seeks to set up a National Research Foundation, besides repealing the SERB (Science and Engineering Research Board) Act, 2008. Another bill seeks to repeal the Indian Railway Board Act, 1905 by incorporating the provisions of the Railways Act, 1989.
