On the third day of the monsoon session, there was a lot of uproar in the Parliament regarding the Manipur issue. The opposition says that discuss Manipur. While the ruling party says that they are ready for discussion. But still the discussion is not happening, why is it like this when both the parties are agreeing then why the discussion is not happening? Leaders of the country show a lot of concern about Manipur outside the Parliament, but when it comes to discussion inside the Parliament, there is an uproar. In such a situation, let us try to understand that who is not allowing the Parliament to function.

On Monday at 10.30 am, BJP MPs protest near the Gandhi statue raising the issue of respect of daughter and corruption in Rajasthan, West Bengal, Chhattisgarh. After some time at 10.45 am, MPs of INDIA, the opposition alliance with Congress, also reach the same Gandhi statue in the Parliament premises and protest demanding discussion on Manipur. But the discussion does not happen as soon as it reaches inside the Parliament. There was only uproar and the House was adjourned.

There are only things to discuss, but no discussion

In fact, the issue of Manipur caught fire when a 21-year-old girl was gang-raped in Manipur after she was stripped naked on May 4 and its shameful video came in front of the country on July 19. After that the Prime Minister also gave a statement. He said that such incidents are shameful. Seeing this video, the opposition leader also called the incident shameful. Everyone was ashamed. Still, after 5 days, the condition is such that it is not decided in the Parliament of the country that how the discussion will happen, when it will happen?

Standing in front of the Gandhi statue, outside the Parliament, the MP of every party says that there should be a discussion and there is only uproar inside. The situation in Manipur, 2400 km away from the same Gandhi statue, has become such that the Kuki and Meitei communities have divided their areas. There they have set their own limits. Barricades have been put up. There are such situations that people are living by building bunkers on both sides. Manipur on which discussion has started in the country after 77 days. People with guns are deployed in that Manipur. The gap of mistrust on each other is very wide. The areas are less civilian areas, war zones are starting to appear. Then, in the name of discussion on Manipur, there is a political war zone inside and outside the Parliament, but there is no discussion. Why after all?

‘Government ready to discuss’

After Defense Minister, Home Minister Amit Shah said in the Lok Sabha that the government is ready for discussion. Home Minister Amit Shah said, I am ready for discussion in the House. I do not know why the opposition does not want to discuss in the House. The Leader of the Opposition is requested to allow the discussion to take place and the truth should be revealed to the whole country on this important issue, it is very important.

On July 20, the Lok Sabha sat for only 22 minutes after the video of the gruesome incident with women in Manipur surfaced on July 19. Rajya Sabha only 38 minutes. On the other hand, on July 21, the Lok Sabha lasted for only 23 minutes and the Rajya Sabha for 54 minutes. After this, on 22 and 23 July, there was a holiday for Parliament on Saturday and Sunday. Then came Monday, i.e. 24th July. On this Monday, the Lok Sabha functioned for 44 minutes and the Rajya Sabha for 24 minutes. This is the condition of the politics inside the Parliament of the country. In such a situation, the question is bound to arise that why the discussion is not happening?

The round of accusations continues

Congress President Mallikarjun Kharge says that we are also ready for discussion. But first Prime Minister Modi should stand in the Parliament and give a statement on this issue. Then the discussion will be started. In such a situation, it is clear that the government and the opposition are unable to decide in their respective politics whether to discuss or how to discuss. The Home Minister is ready to answer and discuss. But the opposition is not ready for discussion without the statement of the Prime Minister inside the House.

This incident is 80 km away from Imphal. This picture is of a soldier of the country fighting for freedom. Whose wife was burnt to death by miscreants at home on 28th May. The wife of a freedom fighter who fought for the freedom of the country was burnt alive.

The savage mob tried to kill the BJP MLA by electrocuting him. Union minister’s house was set on fire. More than 50 thousand people were forced to leave their homes. Manipur in which 142 people have lost their lives from May 4 to July and the Parliament is not able to decide with which rule to be discussed.

Apart from this, after the video of Manipur surfaced, 140 crore people were put to shame. Big information has come to the fore regarding that video. Just 850 meters away from it, two women were stripped naked and one was gang-raped by a savage mob. But where the police station present at a distance of 850 meters could not do anything.

Leaders entangled in the politics of rules

An important question is also that what are the hurdles in the way of discussion in the Parliament. So let us tell you that the politicians of both the parties are busy in doing politics of rules. There is a demand of the opposition in the Rajya Sabha that there should be a discussion under rule 267. While the government says that discussion should be done under Rule 176. In Rule 267, discussion on a particular issue can be stopped and questions can be asked to the government on that issue by stopping the predetermined work or agenda. After the rule comes into force, only a specific issue can be debated. While under Rule 176, any specific issue can be discussed for some time i.e. short term. If any issue is allowed to be discussed by the Chairman under Rajya Sabha Rule 176, then that particular issue can be discussed for two and a half hours.
